A 51-year-old Bucks County man was arrested after he was found living with 12 girls, including a teenager he considered his wife, and a baby and a toddler he fathered with her, authorities said Friday.

Lee Kaplan was arrested Thursday morning at his home on the 400 block of Old Street Road in Lower Southampton after an anonymous tip led county child welfare workers and police to his door, Lower Southampton police Lt. John Krimmel said.

Some of the children were hiding in the small house.

“We kept finding more children,” Krimmel said. “It’s just a crazy situation.”

The oldest girl, now 18, told police she was the mother of two of the girls, a 3-year-old and a 6-month-old, Krimmel said.

A man accused in the death of 1-year-old Shaylyn Ammerman faces additional charges in connection with the case.

Kyle Parker, 22, appeared in court Monday afternoon. He asked the court to appoint an attorney and pleaded not guilty in the case. Online records show Parker is charged with rape, murder, child molesting, kidnapping, strangulation and aggravated battery in the case, in addition to obstruction of justice and failure to report a dead body.

Police took Parker into custody on Thursday, the same day they found the 14-month-old’s body near the White River in Gosport. An autopsy showed the girl died from asphyxiation.

Parker was at the Ammerman home the night Shaylyn disappeared. Her family reported her missing Wednesday morning. Her father said his mother put Shaylyn to bed late Tuesday; when they woke up in the morning, she was gone. Her disappearance set off a massive search for the little girl involving multiple law enforcement agencies.

Court documents released Monday showed Parker abducted and raped the girl; he then attempted to pin it on one of her family members, using bleach on the girl’s body and his own in an attempt to destroy evidence. A medical examiner said this was “the worst case of sexual trauma she had seen in her career.”

Joel A. Wright, a seminary student and resident of Columbus, was charged with two felony counts: crossing state lines with the intention to engage in a sexual act with a minor, and attempting to travel “in interstate and foreign commerce” for the purpose of engaging in illegal sexual conduct with another person, according to a criminal complaint filed in U.S. District Court by the U.S. Attorney’s Office for the Southern District of California.

Wright is expected to be arraigned on Monday.

The suspect was taken into custody at San Diego International Airport by special agents with U.S. Immigration and Custom Enforcement, following a monthslong investigation into child sexual exploitation, according to a news release from the agency.

Special agents with U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) arrest child predator.

According to the criminal complaint, after receiving a tip, an undercover HSI special agent took over an email account and began chatting with Wright. Wright believed he was still communicating with a Mexico-based male tour guide he met after placing an online ad. During the email chats with the undercover investigator, Wright allegedly stated he wanted to travel to Tijuana to adopt or own a child under 3 years old and have intercourse with the child.

Subsequently, Wright booked his flight to San Diego and made arrangements to meet the friend of a tour guide at San Diego’s Lindberg Field. Investigators allege the plan was for Wright and the tour guide to then travel to a hotel in Tijuana where he would meet the female infants. Wright was taken into custody by HSI special agents after his plane landed at Lindberg Field Friday morning.

This investigation was conducted under HSI’s Operation Predator, an international initiative to protect children from sexual predators. Since the launch of Operation Predator in 2003, HSI has arrested more than 12,000 individuals for crimes against children, including the production and distribution of online child pornography, traveling overseas for sex with minors, and sex trafficking of children. In fiscal year 2014, more than 2,300 individuals were arrested by HSI special agents under this initiative and more than 1,000 victims identified or rescued.

If anyone has information about suspected child predators or suspicious activity was encouraged to call U.S. Immigration and Customs Enforcement’s tip line at 866-DHS-2-ICE or complete its online tip form.

California Cares More About the Rights of Sex Offenders Than they Do the Safety & Rights of Children, Loosens Jessica’s Law Rules Where Sex offenders Can Live

Coming soon in California to a school or park within 2000 feet, a registered sex offender.

On March 2, 2015 California Supreme Court unanimously ruled that Jessica’s Law violated the constitutional rights of sex offender parolees living in San Diego County who had stated that the limitations made it impossible for them to obtain housing. A CDCR report found that the number of homeless sex offenders statewide increased by about 24 times in the three years after Jessica’s Law took effect. The hell with going against what the voters wanted in not allowing sex predators near schools and parks, instead lets all have a pity party for child predators and sex offenders. So now California is going to loosen the rules as to where sex offenders can live.  Supposedly, high-risk sex offenders and those whose crimes involved children under 14 will still be prohibited from living within a half-mile of a school, however, the CDCR will assess each parolee based on factors relating to their individual cases. So how long will it be before “high risk” predators claim their rights are being violated and win as well?

California officials announced Thursday that the state would stop enforcing a key provision of a voter-approved law that prohibits all registered sex offenders from living near schools.

The California Department of Corrections and Rehabilitation said it would no longer impose the blanket restrictions outlined in Jessica’s Law that forbids all sex offenders from living within 2,000 feet of a school or park, regardless of whether their crimes involved children.

High-risk sex offenders and those whose crimes involved children under 14 will still be prohibited from living within a half-mile of a school, the CDCR emphasized. Otherwise, officials will assess each parolee based on factors relating to their individual cases, the agency said.

The shift comes nine years after California voters approved the controversial law, which has made it difficult for some sex offenders to find places to live.

The California Supreme Court on March 2 unanimously ruled that Jessica’s Law violated the constitutional rights of parolees living in San Diego County who had argued that the limitations made it impossible for them to obtain housing. As a result, advocates said, some parolees were living in places like riverbeds and alleys.

“While the court’s ruling is specific to San Diego County, its rationale is not,” CDCR spokesman Luis Patino said Thursday. “After reviewing the court’s analysis, the state attorney general’s office advised CDCR that applying the blanket mandatory residency restrictions of Jessica’s Law would be found to be unconstitutional in every county.”
