This is a tough one. In the end the answer should be no.
It would not have stopped the shooters at Columbine. They used a proxy to buy some of their weapons. It would not have stopped the Connecticut shooter at the primary school. He stole his mother’s guns. The same for the boys in Arkansas and the single shooter in Minnesota. All three stole guns and ammunition from a grandfather.
The shooter at Virginia Tech purchased his weapons and ammunition. The shooter at the Batman movie in Denver purchased his weapons. The Gabby Gifford shooter purchased weapons.
In every one of these cases the shooter was known to be mentally unstable by several people including LE in the Gifford case. One of the Walmart store clerks in a sporting goods section refused to sell ammunition to the Gifford shooter. He had to go to another store to buy it.
The only way to stop this type of activity is for the medical community to be alert for those taking psychotropic drugs and schools to be aware of those with behavioral problems.
The other thing is to take away the gun free zones from all public places especially k-12 and college campuses. Armed personnel carrying concealed could have stopped the carnage at a low level with only one or two harmed.
Who knows, these sick shooters may not have tried anything if they knew in advance that they would likely be stopped by someone or several shooting at them. Mentally ill people or those high on drugs are not necessarily stupid, their thinking is just not straight.
