How could it know something like that?

Well let us think a bit Melvin.

Powell is a person of interest in the disappearance of his wife, the childrens mother. The children have been removed from his custody by a court for a particular reason. That reason being his behavior is not stable or considered to be a little outside normal.

IMO the judge did not use good reasoning skills by confining his visits with the children to a place that Powell could not control. Then we discover that the family court system has contracted out the actual supervision of visits to a private company. That is an unknown to the public at large.

We often have people in a judgeship that have little or no real skills in assesing a situation and finding a safe solution. This fits the Powell case to perfection.
