Aruba, One Happy Safe Island … If You overlook the Armed Crack Addicts

Aruban politicians learn that there are consequences to their actions. The Aruban Government demolished a crack house downtown and now the armed crack addicts are venturing elsewhere. The crack issue seems rather out of proportion to the population. Otmar Oduber made the following comments:

If that is the case inside the shelter, (referencing to weapons and knives smuggled in) the concern becomes even bigger, considering the number of addicts that are roaming the streets and who, besides having an addiction problem, also are a threat to the community.

By community, does Otmar Oduber mean tourists as well?
