RSSBody of Missing Sarah H. Foxwell Found Deceased Near the Delaware State Line
There is sad but not unexpected news to report in the case of missing 11 year old Sarah H. Foxwell. Her body was found at about 4:00 pm Friday in a wooded area near the Delaware state line.

Sarah H. Foxwell had gone missing on December 22, 2009 when she disappearaed from her home in Salisbury, MD.
30 year old Thomas J. Leggs, a registered sex offender has been charged with kidnapping and burglary and was in custody. It probably will not be too long before Leggs is charged with murder as well.
When will society and our laws ever realize that these animals cannot be stopped and cannot be cured? It is only a matter of time before the alleged kidnapper, previously convicted sex offender, Thomas J. Leggs Jr., becomes an alleged murderer.
At a news conference late this afternoon, Lewis announced that Sarah’s body had been found at approximately 4 p.m., but gave few other details.
Thousands of people turned out on Christmas morning to help investigators search for the girl, police said.
Leggs was seen entering the girl’s bedroom late Wednesday night by her 6-year-old sister, who described the kidnapper down to the color of his shoes, police said.
What is wrong with our society, law makers, lawyers, judges and people who knowing surround themself with sex offenders?
Why are we supposed to be shocked and outraged at the actions of sex offender Thomas J. Leggs Jr? What are we supposed to think that he is capable of not molesting and raping young girls? Why, is he supposed to be cured? These sex deviants are incurable and should be put down like a rabid dog.
A sex offender like Thomas J. Leggs Jr. will expose himself to a minor and we will slap him on the wrist as our legal system say, well he only exposed himself, it is not as if he raped the 12 year old. Then a sex offender like Thomas J. Leggs Jr. will rape a 12 year old and we will punish him saying, well he only raped her, it is not as if he killed her. Then a sex offender like Thomas J. Leggs Jr. will kidnap, rape and kill an 11 year old girl and people act all outraged and shocked that such a thing is possible.
The fact of the matter is that Thomas J. Leggs Jr. would eventually do this to some unsuspecting innocent child the minute he fondled his first victim. Of course the fact that some individuals think it is perfectly fine to expose children to convicted sex offenders should be criminal as well.

This is such a tragedy! You couldn’t have described the general reaction to a sex offender more accurately. I would like to add one more thing…when are we going to stop treating the parents/guardians of these children as victims of these tragedies instead of guilty parties when the parents KNOWINGLY allow their children to be in homes along with known sex offenders (such as Brooke Bennett…her father was a constable, for heaven’s sake and her mother’s sister was married to this man and yet they allowed her to stay at this man’s house knowing about his record!!!) People need to be held responsible for putting their children in dangerous situations!!!
Wouldn’t surprise me if the Health Care Reform provides for sexual offenders such as this to have their mental health care paid for with our tax dollars in order to “rehabilitate” them. Our tax dollars will go for murder/abortions…so why not help the pedophiles too, right?
No one is going to do anything about this in our government. So may as well get used to these stories becoming a daily thing. For those of us who love our kids, we’ll simply CARE for them properly so nothing like this happens to them…and leaving 3 young girls unattended to play IS NOT taking care of them at all.
Something needs to be done about the justice system that allows monsters like this to walk among the innocent children of this country.
Once convicted of a sexual offense of a child the person should never be allowed out of jail. These people do not get rehabilitated. They are repeat offenders. They are sick and cannot be helped. They need to be locked away from society.
If truth be known, it’s the entertainment news media and politicians who, will do and say anything in order to win ratings and votes. They continue to pass ineffective, knee jerk, feel good laws that protect no one.
The Adam Walsh Amendment was passed without one iota of “Evidence Based Research.” This is the real crux of the problem.
The Tier system doesn’t protect one soul. In fact Google “NEW STUDY: AWA (SORNA) Tier II & Tier III are less dangerous than Tier I.”
No law will ever stop anyone from committing a crime if that is their desire to do so.
We desperately need individual “Risk Assessment,” to better determine who is high risk and who isn’t.
93 percent of all new sex offenses are committed by people NOT on any registry. They consist of family members and those known to the family.
We can complain all we want to but the truth of the matter the laws as they are written did not prevent this child’s murder. and if this man did the crime, he and he alone is responsible. And the state is culpable in her murder because they ignore the research.
That is why it is incumbent upon us, the average citizen to educate ourselves as to the research in order that we may better inform our elected representatives on how to write law. Because right now, they write law for votes and not to protect society.
Demand your representatives that they form a “Task Force” to study the research, so they can be better informed when writing these laws.

the burden of responsibity lies on the shoulders of an aunt who knowingly provided an offender with his next victim. this aunt had the fortune to love, care and cherish a beautiful child and chose instead to satisfy her own dating desires with no thought to the wellfare of the young girls in her care. how many vicims will it tke before we, as a society, learn that it is not always in the best interest of a child to remain in the care of a biological relative?????? the question of an offenders ability to reform has been satisfied by the number of REPEAT offenders.
This is the failure of the parent/guardian to properly protect the child. This guardian should serve time for this lack of protection.
This perp is a multi-level criminal and should NEVER have been on the street. His life should have been terminated at the time he was incarcarated for the rape of the 16 year old.
This is also a dereliction of duty of the courts and the worthless parole system in the states of Maryland and Deleware.
The only way to stop this nonsense is to have a citizen court watch group for every court in the nation. Where judges and lawyers are constantly reminded of their duty to the people and if they do not perform their duty, they will themselves be charged for crimes against the people.
These types of crimes will continue until we get serious about immediately taking the life of all convicted perps rather than trying to rehabilitate them.
A lawyer who tries to take advantage of a paperwork mistake in order to get a criminal off, should be immediately be suspended from practicing law. The law is for justice for the greater good of society, not the benifit of the perp or the lawyer.
Where were the parents during the whole search and rescue mission? According to sources Sarah resided with her aunt and younger sister. However, after following the whole story you cant help but question
1. why were the parents/ aunt not appearing on t.v. to plead with this guy
2. why the aunt would ever allow her nieces to be anywhere near this guy knowing his criminal background
3 why these 2 children, who are not even teenagers yet, are being left alone unsupervised.
I say let the S.O.B. be locked up in a regular prison and let the inmates kill him. Otherwise, it’ll be 10 years before our judicial system tries him, and by that time it’ll be too late. This is a prime example of the flaws our judicial system contains. I’m not trying to throw blame at any one person or group, but this is exactly what is wrong with society today- parents and guardians no longer wish to accept responsibility for their little ones and fulfill the caregiver responsibility they “commit” to. a series of careless mistakes cost this young girl her life, and on a day where she should have been opening presents instead was discovered dead. Job well done, America
