A Class 1 misdemeanor??? How is an adult French kissing a child younger than 13 not a felony!!! Once again our elected officials not looking out for the children. Some VA Senators thought that the penalty was too harsh. Who are our law makers trying to protect, the children or the predators? What are they trying to do, go after the pedophile voting block?
Virginia law makers are looking to pass a law that will make adults have to register as a sex offender for those who French kiss a child younger than 13 years of age. Can we first just say, ICK!!
RICHMOND, Va. — Adults who French kiss a child younger than 13 would be required to register as a sex offender under legislation passed out of the General Assembly on Saturday.
Those convicted of tongue-kissing a child would be guilty of a Class 1 misdemeanor, punishable by up to one year in jail and a $2,500 fine.
The House passed the legislation 96-1 and the Senate 39-0. It now heads to Gov. Timothy M. Kaine.
Del. Riley Ingram, R-Hopewell, introduced the legislation on behalf of a woman whose 10-year-old daughter was French-kissed by the 62-year-old husband of her babysitter. The only crime prosecutors could charge the man with was contributing to the delinquency of a minor, which did not require that he register as a sex offender.
The question arises as to why Virginia law makers think its ok for an adult to do the same to a 13, 14 or 15 year old. I guess children could count their blessings as many law makers as VA law makers did not think such conduct by an adult warranted a felony.
Ingram and other members of the House fought to make the crime a felony, but in the final day of the 2008 General Assembly session gave in to senators who thought that punishment was too harsh.

The old 62 year old man needs to be put away or get a job in Washington.
It is amazing that laws cannot just be passed to protect children.
When would it ever be appropriate behavior for an adult to French kiss a minor under 13 and politicians in VA need to be held accountable why they think a felony charge is excessive.

Maybe they should change the name to “freedom kiss,” as we recall from some years back.
I can’t think that a decent adult would do stuff like this even to a consenting child (I guess that puts me in the class of old Victorian farts) … on the other hand, kids (some of them, anyway) may have gone thus far and farther on their own, without adults being around.
I certainly don’t think that guy is likely to be hired back as a babysitter….
I live in VA and have to put myself in Richard’s category…old FART! YES…if being an old fart means believing an adult male (or female) should have the integrity not to touch a young child concenting or not, than I’m proud to be an old fart.
Our Gov is an idiot for one thing. He has just signed legislation that little 6th grade girls are required to have the PPV vaccination or be disallowed from attending school. This shot is for sexually transmitted disease. It apparently is going to be mandetory for the home-schooled as well. My question is if he is going to force this on the Amish in our community?
I find it so disgusting. We are forced to have our children learn about sex so young…no wonder their minds become obsessed with it at such a tender age.
Yup, I’m an old fogy/fart/call me what you will, but I did not even know about sex until 7th grade and didn’t believe it when I learned about it! Why is it so bad to let our kids be innocent for a while? If someone touches them inappropriately, they will know. I KNOW they will! We need to teach them about ‘bad people’ touching them and let the ‘sex education’ alone until at least high school. Only gives them an urge to try it. I am sure about that.
Problem is people should not be having children who do not wish to BE parents. Too many “parents” leave the parenting to Nintendo or the MP3 player. Not me, but maybe being an OLD fart (at 43), I’m a sadly, dying minority.
