What is the price of rape, kidnap and being held captive for 18 years by a registered sex offender? The answer is $20 million!!! California law makers appropriated $20 million to kidnap and rape victim Jaycee Dugard in an effort to settle her claims against the state Department of Corrections and Rehabilitation.

Actually, there probably can be no price put on the conditions that Jaycee Dugard was forced to endure at the hands of a paroled scum bag sex offender. What we can hope is that the damages were so high and the actions of the Department of Corrections and Rehabilitation so embarrassing that they never act so irresponsibly ever again when it comes to the supervision of paroled sex offenders.

The settlement was approved by the Assembly after Dugard and her daughters filed a claim through the California Victim Compensation and Government Claims Board, accusing the state of negligence, failure to discharge a mandatory duty and infliction of emotional distress stemming from the fact that Garrido was under state parole supervision for previous crimes.

The California Assembly on Thursday passed a bill appropriating $20 million to kidnapping victim Jaycee Dugard to settle her claims against the state Department of Corrections and Rehabilitation, according to the chief clerk’s office.

The bill passed on a 30-1 vote in the Senate and a 62-0 vote in the Assembly, according to CNN affiliate KCRA. Corrections officials entered into the settlement with Dugard, the station said.

The Department of Corrections and Rehabilitation failed to properly keep tabs on paroled sex offender Phillip Garrido or any reports of the presence of a 12 year old girl. The California authorities failure and neglect to do their job resulted in sex offender Phillip Garrido to hold Jaycee Dugard captive as a sex slave for 18 years.

Jaycee Dugard disappeared in 1991 at the age of 11 and was missing for 18 years. Then in August of 2009 Jaycee Duagrd was amazingly found by authorities living in a shed in  Antioch, California in the back yard of  Phillip Garrido, a paroled registered sex offender. When finally located, Dugard was 30 years old and had two children, fathered by her sex offender capture.

We can only hope that this will be a lesson for the future to take the supervision of paroled registered sex offenders seriously. They do not stop and they cannot be rehabilitated. The protection of children from sex offenders is a serious matter. Let’s hope this settlement highlights the point!
