Kofi Annan proposes sweeping changes to UN

Mired in perpetual scandal under his leadership, Kofi Annan just called for an international summit to make sweeping changes to the United Nations.

Secretary-General Kofi Annan urged world leaders Monday to adopt the boldest changes to the United Nations in its 60-year history, saying they are essential for tackling global threats in the 21st century.
In a speech to the 191-member U.N. General Assembly, Annan called for adopting his entire reform package at a summit of world leaders in September, and he warned countries against treating the list of proposals “as an a la carte menu, and select only those that you especially fancy.”

So the man who has led rampant corruption and scandal through his administration has seen the light and decided to change the United Nations to be a better place. Are his actions ones of desperation? Or are these plans a way to protect himself and further weaken the United States in this assembly?

I would probably choose the latter.
