Don’t bet on Oregon dad, Todd Marcum, to be winning the father of the year award any time soon. The 41 year old idiot has been arrested on charges he used a dog shock collar on his children. The Salem, Oregon dad admitted to shocking his children not as punishment, but just for laughs. Yet another example of you need a license to hunt and fish, but not have children. Let’s hope the Oregon Department of Human Services does there job and never allows these children back with this poor excuse of a human being.

He said the father acknowledged putting the electronic dog collar on his four children and shocking all of them at least once.

According to Okada, the father didn’t do it as a punishment. Rather, he thought it was funny.

The children, all younger than 10, are in the custody of their mother.

The four children, ages 3, 6, 8 and 9, had been shocked while wearing the collar at least once, according to a statement from their father, Okada said.

Marcum told police that he would chase the 3-year-old boy around with the collar, making him cry at the thought of being shocked. Okada said that because of the boy’s behavior, it is likely that the children were shocked more than once.
