In a clear indication Chavez sought to leverage his brief encounter with Obama at the opening ceremonies of the fifth Summit of the Americas here, Chavez’s government Web site almost immediately posted a photo of the two leaders and a government-approved commentary in Spanish that read as follows:

“Before the Inaugural session of the 5th Summit of the Americas, the President of the United States approached President Chavez to greet him. They both drew their hands in a historic handshake after many years of tension under the Bush administration, when relations between Washington and Caracas had deteriorated.

How naive could Barack Obama be? How naive and inept is the US foreign policy under President Obama? These are the friendships that the United States needs to mend? He just created a photo-op that Chavez will use for the next 4 years. What’s next chest bumps with Kim Jung-Il? A special thanks to Barack Obama for just legitimizing a dictator. Obama has stated in the past that he was against the war in Iraq and Saddam. Does that mean if he were President back then he would have given Saddam a man hug instead?

It took the White House almost three hours to confirm the handshake. As of 9:20 p.m. EST there was no indication the White House intended to release any photos. A senior administration official declined to describe the leaders’ glancing conversation, but did not dispute the Venezuelan government’s account.

Late Friday, Obama told reporters he said to Chavez: “Como Esta?” (How are you?)

At least he didn’t bow.

Maybe Obama can resign from office and run for President in Venezuela if that is the case.

In an interview with ABC News, Jeffrey Davidow — a senior adviser to President Obama on Latin American affairs and director of the Summit of the Americas — said that Venezuelan President Hugo Chavez rushed a photograph of he and President Obama shaking hands onto his government’s website because Mr. Obama is more popular than Mr. Chavez in Venezuela.

Asked if he was saying that President Obama is more popular in Venezuela than President Chavez, Davidow said, “yeah.”

At President Obama’s meeting with the heads of South American countries this morning, Venezuelan President Hugo Chavez stood, walked over to him, and presented him with a copy of “Open Veins of Latin America: Five Centuries of the Pillage of a Continent” by Uruguayan author Eduardo Galeano.

Obama politely posed for a photograph with Chavez, shook his hand, and accepted the gift.

The book, first published in Spanish in 1971, offers a critique of the consequences of 500 years of European and U.S. colonization of Latin America.
