Since when does the federal government have any jurisdiction over the State or a Locality?

The feds have usurped authority by giving grants to police agencies. Therefore, they give money and you must follow their directives, legal or not. The solution is to not take the money.

The original concept of the United States being an organization of States with little power in the Federal Government has been turned on its head by the central government control freaks with a lot of help from the federal courts.
