Aruba: New Casino Permits Required to Combat Money Laundering and the Financing of Terrorism


Casinos in Aruba must apply for new permits and conform with the new Excelsiorregulations as of September 1, 2008 or risk losing their permits to operate.  The purpose of the new regulations is to promote policies to combat money laundering and the financing of terrorism.  Financing terrorism? Is there something we need to know?

It is too bad that Justice Minister Rudy Croes could not simply enforce the age limits of those allowed in Aruban casinos. If he had and Aruban casinos followed their own laws, Natalee Holloway would still be alive today as she and the Mountain Brook teens would never have Joran Van der Sloot.

ORANJESTAD – All casinos are at risk of losing their permits if they do not conform to the new policy regulations within one month. This is one of the new measures taken by the Ministry of Justice. The gambling lots are obliged to apply for a permit as the old agreements will be void as of the 1st of September.

Joran Excelsior

Had the Excelsior prohibited an under age Joran Van der Sloot from the casino, Natalee Holloway would still be alive as he would have never met the Mountain Brook teens and never would have gone to Carlos n’ Charlies. Joran had stated that no one went there on a Sunday as it was a slow night.

The Minister of Justice, Rudy Croes, announced that the new regulations are based on recommendations of the inter-governmental organization Financial Action Task Force (FATF). This international organization is responsible for the development and promotion of the policy to combat money laundering and the financing of terrorism. The regulations are ahead of a new law, which is currently being laid down, and were created through the collaboration between government experts and the Casino world (DAC).

As of now the casinos have to give insight into the administration and their internal control. The Minister furthermore states that only the casinos which have complied with all the stipulated conditions will be eligible for a new gambling permit. These conditions stipulate amongst others, that a casino business should have the legal form ‘NV’, that the casino should have sufficient funds to guarantee payment of winners and that the casino should possess a local bank guarantee of 500.000 dollars.

      It seems I remember reading a State Department annual report that said Aruba was found to be in violation of money laundering laws. They were to prepare a special study and get into conformity with international banking rules.

      Obviously, they have NEVER been behind the eight ball when it comes to obeying rules… They were in violation, year after year. Why the sudden urgency, now?

      They would never close those sources of income, with or without permit.

      Well, Aruba has had a bad rep for years…. The US State Dept has had it on the warning list for tourists since the Clinton Adm. back in the ’90′s. I think Aruba tried to suck up to the Feds by promising to try to divert a lot of the drug traffic to other destinations.

      it’s aruba. officials and casinos won’t abide by this law any more than they do about not allowing minor to gamble and drink alcoholic beverages. this law just gives rudy and friends a new source of income for themselves.

      Remember, some of the Mountain Brook kids reported that Joran had been hanging around their group for a few days. So if the casino had upheld the law, who knows what Joran might have done, or tried to do?

      The article says that “the gambling lots” have to apply for a new license by September 1.

      I remember an article on ScaredMonkeys quite some time ago … it said that Posner should never have been given a casino license, and that it happened only because of some clerical error, in which somebody put an x in the “yes” box, rather than the “no” box.

      Uh-huh. That’s what the article said, anyway.

      I wonder if, as a result of these new regulations, Aruba will tell Posner to get lost?

      I won’t hold my breath, though.

      Maybe the reported influx of Colombian tourists, compensating for the absence of the American business, is making Aruba a little nervous?

      We also remember an article saying that North Korea was laundering money through Aruba. Don’t tell me that Aruba actually is going to make war on the drug gangs … hard to imagine.

      We’ll see how effective the new regulations are.

      Did somebody win sometime, and not get paid?

      If so, did that person raise a stink?

      And if so, what happened to that person?

      Speculation would be rather unpleasant….

      I also wonder about online gambling … how much of that is centered in Aruba, and will the same rules be enforced? I knew a guy who, for a year or so after graduating from college, made his living by playing Texas Hold ‘em online … he said that they paid off scrupulously.

      Maybe he just lucked into the right site? I wouldn’t touch it with the proverbial ten-foot pole.

      Everytime I see that picture of Natalee and her friends, I want to cry my eyes out..How niave and innocent…I realy pray that URINE gets the creeping crud and his you know what falls off. They thought this was a game…they should be arrested just for preying on american tourists…I hope this volcanic ashe just sinks into the water and disappears forever…

      #5 John Stanton, I agree. We have all seen for 3 years now first hand, what they say and what they do are totally opposite. More laws they won’t enforce. Don’t even enforce the ones they have it seems. The tragedy is that Natalee and her family weren’t able to see all of what we now have before going to Aruba.

      This is from Aruba’s own website about gambling.. However nothing done to Paulus, or Joran, who was in casinos all the time underage.

      Casinos are located at most large resorts with a few casinos open 24 hours a day. In general, opening hours are 11 a.m. for slots and 1 p.m. through early morning for table games. Hours vary seasonally, so please check before making plans. No one under 18 is allowed in the casinos.

      MARIGOT – Negative publicity about the crime on St. Maarten / St. Martin has at breakneck speed over the Internet. Reissites and chat rooms are full of the traumatic experience of Bruce and Kim Park, which – on honeymoon – remained in Orient Bay.

      On July 27, the first day of their stay, the husband went early morning to the gym, while his wife thuisbleef. “Someone has been committed then, Kim seized her and pressed the bedroom,” says Bruce on “He threatened her rape and murder if they gave him no money.” After a struggle the woman was able to flee. Someone in the adjacent villa were working on, and heard her crying lap to help.

      1. Natalee walks into the casino after she is at the blackjack table. Check the clock.
      2. Also I guess no one notices the person with a suit on in the pit next to the dealer take something out of his pocket and place it down next to the male sitting next to Natalee. It has to be done frame by frame but its there. But that person then picks up what looks like a note of some kind(piece of paper).

      Myprediction is that Joran will mess up again big time in another country and will not be able to hide behind his corrupted government for safety. He will then be behind bars.

      Yea, I remember something about a guy placing something on the table by the Paulus Look-exactly alike. There were two guys involved. They were at a desk or something behind the table. I don’t remember where I saw it. It was before everyone was saying the guy was Paulus. I remember seeing a video, where the Paulus look-exactly alike was sitting with his back to Natalee. As I remember, he turned toward Natalee, but never looked at her, then next thing he is sitting at her table.

      Just been on Gretawire. Much discussion on the missing child, Calee Anthony. Lots of the bloggers mention they hope it isn’t going to be another “Aruba” or “Van der Sloot” fiasco. Bloggers mention Natalee Holloway is still remembered in their prayers. So although Natalee is seldom mentioned on Gretawire these days, everyone is still very much aware of her fate and this missing Anthony child brings it all to the surface once again. Aruba will be remembered in a negative way forever in the U.S.
